If it got deleted somehow (accidentally deleted the file, reinstalled the game, etc.) then you'll have to download the mod again. If that is the case, just toggle the activation. You can click on 'repository' in the game's home screen (see image below) to see if the mod is installed but deactivated.
I assume 'monster truck' refers to the CRD mod, which is a modern monster jam tube frame truck mod.
